The Principles of James David Cain
- This insurance crisis is a challenge which must be met with a determination to seek fundamental reform through hard-work, creativity, and the willingness to develop institutions and policies in the greater interest of the people of Louisiana.
- Affordability and protection are only possible in an insurance system that is governed in an equitable, honest, and efficient manner.
- Competition, innovation, and consumer choice should be encouraged and promoted, not stifled by over-regulation, burdened by excessive taxation, or undermined by preferential treatment.
- A system to handle catastrophic risk must:
- Promote personal responsibility;
- Support building codes and proper land-use requirements;
- Maximize the risk-bearing capacity of private markets;
- Provide risk management to public and private participants; and
- Include a National Catastrophic Fund to increase the level of protection for every American citizen from natural or man-made disasters.
- An Insurance Commissioner should be proactive in supporting innovative ways throughout state government to reduce insurance rates for Louisiana consumers:
- Auto Insurance rates can be reduced by improving roads, decreasing the number of uninsured motorists, cracking down on drunk-driving and improving driver education for young motorists.
- Property Insurance rates can be reduced by fortifying flood protection, enforcing smarter building codes, increasing fire protection, and supporting law enforcement in its efforts to decrease property crime rates.
- The people’s hard-earned money must be protected by state leaders as if it came from their own pocket, not as if it should be placed there.
